The “urban management law enforcement officers”, more simply called, “Chengguan (urban management)” are a favorite target of popular anger. You have to say, this “urban management police”, does not have law enforcement status and is often involved in the dirty work of intimidating or manu militari cleaning up street vendors. Thereby, no wonder a video of these officers tearing down Chinese New Year decorations in Pei County (Jiangsu) went viral last week. The controversy escalated after the freelance journalist behind the footage revealed that men “unidentified” visited his home in Shandong in the middle of the night in an apparent attempt to intimidate him into deleting the video. The decorations were originally destroyed as part of a campaign to "clean up the town" and better adhere to the regulations of a “civilized city” (civilized city), a coveted national designation. Pei County released a statement saying the destruction of the decorations was “disrespectful of traditional folk customs” and announced that those involved had been punished, but did not acknowledge the attempted interprovincial intimidation. Online discussion of the controversy focused on the dangers journalists continue to face and the apparent impunity enjoyed by the chengguan, who apply a vision of “civilisation” which is sometimes in contradiction with popular tradition.
