[Xi's Men] Who is Li Qiang, China's new No. 2 ?

No and 1959, of Rui’an [Ryan], Zhejiang, Li Qiang starts working at 17 years as a worker in the basic agricultural machinery department of his county. He manages to integrate the University of Ningbo in agricultural sciences, in specialty “machines” two years later.

In 1983, at 23 ans, Li Qiang joins the Party and becomes branch secretary of the Youth League [Chinese Communist Youth League] in his county. Important passage for many executives who are not heirs, the “Ligue” is from the years 1980 a major political faction. Its emergence is notably due to Hu Yaobang, but it is Hu Jintao and Li Keqiang who will be the main representatives. It is however not “member” of this faction, but is best known for being a man who cut his teeth in Zhejiang province, hence its affiliation with “Jiang's army” or “new zhejiang army” (Zhijiang Xinjun).

It is undoubtedly by relying on this organization, powerful at the time, that Li Qiang frees up a position as a junior in the Zhejiang provincial civil affairs department [Deputy Director of Civil Affairs Department of Zhejiang Province] in 1985, at 26 ans. It is within this powerful department that he will cut his teeth during 10 ans, until becoming the number 2 in civil affairs.
